Can an expert Forex trader explain this to me?

Im watching economic indicators. Lets say Im doing the GBP/USD pair

So news drops and says something that implies The GBP is bearish. But then the GBP/USD shoots up. Shouldnt it go down?

GBP/USD
the base currency is the second one
if it goes up, it is worth less against the dollar (from 1.3 to 1.5 for example - one USD becomes worth 1.5 GBP instead of 1.3 GBP)

Theoretically yes, but there are an endless number of factors between two sovereign country's fiat IRL. That's among the reasons why I love crypto, it's less affected by politics (unless the politics affect its existence, obviously).
