Since always Ripple labs has owned a massive stash of XRP which they sell. They are on schedule to lock their XRP holdings on smart contracts that are timelocked. This accounts for roughly half the total supply of XRP.

Ripple built 55 smart contracts using its ownescrow featurereleased for public used in March, each holding 1 billion XRP and expiring on the first day of every month for a period of 54 months.

They pledged this a couple of months ago and recently it was confirmed that they will indeed do this at the end of 2017.
