Buying ICOs isnt illegal. Buying ICOs with the express intention of making money on it for a coin that is an investment and not a product is subject to securities laws which involves being an accredited investor. ICOs are determined on a case by case whether or not they are actually a security. If a coin is a DAO or pays dividends in any way there's a good chance it's a security.

They just want proper compliance, regulation is a good thing in this regard imo, the general tone of the whole thing was net positive. The ICOs that get posted here, as shitty as some are, are at least mostly above board. You have to go digging to find the really bottom of the barrel ones that genuine idiots get suckered into (Good Good ICO), and that seems to be what they want to protect people from while also ensuring their cut of capital gains and dividends.
