WCX is supposed to be a stock exchange with minimal transaction fees and the ability to earn on their tokens. Found a simple- whitepaper available, a team of people from Apple, IBM etc. but no name was given (I read that they are going to disclose for a while before the crowdsale start). For now, they do a lot of noise with the reference program, because a lot of tokens are to be won. ICO starts 09/09/2017 and below a bit more info.

It's a scam. Their roadmap says fiat implementation in 2018. They are decentralized and say they need no KYC check. Doesn't mix.
