Firstly, it depends where in the world you live. Probably you're american and e.g. Coinbase/GDAX or whatever to turn $ into ETH wil work. Here are the markets

You register, transfer money, buy ETH and then (given your portfolio, which isn't so bad btw.) move that ETH to Bittrex, which has all major coins.
If you invest under 2k, you can probably leave it there. If you're paranoid it will go down some time, Exodus wallet or something. Neon for Neo. If you're interested in a coin, go to the respective reddit and respective slack.
Youtube channels, if you're interested, are Boxmining, DataDash, and maybe Crypt0, Crypto Daily, Ivan on Tech, etc.

I plan on small investments. Under 2k definitely for now. So I could reasonably get away with just using a virtual cold wallet and not necessarily an expensive hardware wallet?
