Miners create coins and then dump for BTC.

But a good assumption would be either A - to switch between LTC and BTC market, whichever side is cheaper, to maximize pnds/hashrate for miners or B - to stay on BTC market to keep buy pressure there and let the arbitragers do the work on the LTC market to keep up with the BTC market.
