Most educated countries wont. The SEC for example likes ICOs but what they dont like is a company offering both stocks and ICOs to double their intake. The SEC rapes them in the ass. I hope they keep it up, im starting to respect them, rare trait in a government organization.

Its not offering stock via ICO, its offering both stock and ICO at the same time. The SEC views ICO as securities, its double dipping. I agree with them. Same thing as the same company offering the same stock on both NASDAQ and NYSE.
