Instead of criticizing your reading comprehension, I'll try to be more clear if I can.
First dealers are always in the market long and short because their job as market makers is to facilitate the market like that so they always have to be short as they sell more and more on the way up. But that's not what's noteworthy. What is noteworthy is when they get more short than what they keep getting more and more short than what they have been in years.
Here is a chart for ES zoomed in since the begging of the year. See the far right is the recent action over the last few weeks. The red line is the commercial dealers net position and it's below the 0 line because they have more short contracts than they have long. The green line is the large speculators net position it's above the zero line because they have more long contracts than they have shorts. The green line is going down so they are either selling out of longs or selling to add to shorts, the red line is going down because the commercial dealers are similarly either selling to add to shorts or selling to reduce longs. Not only have the commercial dealers been selling more but also the large speculators too have been selling reducing their long position.
You can get these reports directly from the CFTC.gov website it comes in a large Excel file.
