What are the capital requirements to start your own token? How do tokens acquire value? Is an ICO required to establish a base value?

non. well, technically you need a CPU and internet connection.

currencies need 3 things to have value. limited supply (people will sometimes call this 'scarcity'), fungibility, and liquidity
