Billionaires don't have billions of dollars in currency. They have it in assets, I. E. They've spent the money and put it into circulation. If you buy a stock or bond, you're giving the money to someone (putting it into circulation) in exchange for that asset.

So yeah, that's how it's refuted, because they aren't hording dollars, so the entire point is wrong. And even if they were hording dollars, wherever they're holding it is going to give them an "IOU" and then lend the actual cash out, putting it back into circulation, which is literally what banks do.
