There will be no "CBDC version of XRP". You might be confusing XRP with the XRPL. They will mint CBDCs on the XRPL. XRP will provide the liqudity there. The same way Eth provides Liquidity to ERC20 tokens.
So banks will transfer value using their CBDCs on the Private XRPL. To get out of the private walled-garden you need a trusted asset to bridge, XRP.
