Since futures are just contracts to buy a certain underlying asset at a predetermined price in the future, the settlement date is when that takes place. In other words, I get go buy BTC for whatever the price is at the time of settlement. In practice it's basically like closing the long at that date, but instead of selling the contract on the market, I exercise it. If I'm not mistaken, on Binance it uses the average price of the last hour before it closes and takes a small fee of like 0.001% or something.

It's not that Binance do anything to raise the price, it's just that in a bull market, people expect BTC to be up when the contracts settle, so they will tend to trade at a higher price. They are indeed a lot better for longer-term trades. The downside is basically just that if you were to buy them at a premium because everything is really bullish and then sentiment suddenly takes a nosedive, that premium will do a 180 and people will start selling below spot.
