This is the second iteration of the project. The developer owned a lot of the supply of the v1 token but burned a huge amount of that supply and didn't sell any tokens.
He owns a lot of the supply now too but has plans for it, see: "Is there potential for growth?". The liquidity he has provided is also locked until August.
Only con in this regard is the developer is anonymous but he is extremely active in the Telegram, he is very open to suggestions from the community, and English seems to be his first language.

>Does ORBIv2 have a use case?

ORBIv2 is the token used in "Orbet", this is a betting platform that allows you to place bets that any token in a given wallet will fall below a certain threshold by a given date and time.
Orbicular is a first mover in this respect and beyond this being a unique betting platform it essentially acts as rug pull insurance and a way to hedge your investments in new projects.
The developer is working on OrbetV2 which allows you to bet on anything accessible by a smart contract (even data outside the block chain) e.g. Uniswap prices, NFT tokenomics, Oracle data etc.

No one can answer this question for certain but there are positive indicators. Market cap is 435k. Relatively small buys would be a whale stack. The developer has applied for an Ethereum grant.
The developer is advertising on /biz/ currently and hundreds of other websites with his own money. He's also going to use most of the supply in his wallet to run betting competitions and airdrops.
But above all, there is an actual working product. Some things like the website and the UI are rough around the edges but he's working very hard and this could really take off.
