Website and app wireframes, prototypes, user researches, analytics how users are interacting with a website/app. Depends on your needs. UI does the rest – making all of it looks nice and tidy, making style guides etc

Usually devs don't want to do all of these things. Even when they try their result is worse than any experienced designer can do. However I know a lot of frontend devs that do a great UI/UX design too
