I've been through this. You don't get your money back if you didn't buy directly from them. So if you got it on an exchange you are out of luck if it's a security. Look at what happened to Enigma, you can read all the documents.

I don't really know the laws of nyc that well, but are they really going to bust you for using a vpn and trading? I mean you can still report your taxes and do everything legit federally.
