It's not looking good for ETH. Competing chains and technologies are popping up left and right, and even the best case scenario of 2.0 gas fee reduction would still have people paying $10 or more per transaction. That might sound great compared to what prices are now, but at this point most people have tried a competing exchange and have been reminded of how nice it is to pay $0.1 or less per transaction.

ETH might still turn things around, but it's a much riskier long term hold than it was even a year ago. At this point you're betting that ETH can fix its issues before traders and developers migrate to an alternative.
