That's not how state channels work, all interacting parties must be online. Every interacting party has to sign every state change. It's meaningless to write 'run by stake pools' - staking pools don't own your tokens so they can't sign anything that moves them. At best they can connect online parties and act as watchtowers but that doesn't solve any fundamental problem.
