No, it's not. It's because central banks are buying govt. issued treasuries to keep the yield down (otherwise the governments will go bankrupt by paying so much yield). But the governments are so much in debt right now that the central banks have a hard time buying up the extra govt. issued treasuries so they print money so the govt. won't go bankrupt.
