It's designed as a verification layer instead of an execution layer, this makes the platform scale better by design, as verification is much simpler than execution.
It's designed with L2 technology in mind, and they're already doing a payment and state channel network, which will allow for basically free and instantaneous payments and also off-chain smart contract execution.
They are not bogged down by legacy shit like Ethereum is, so they have no obligations from bad decisions. They built what Ethereum should have been from day one.
