It's Europe. The European Central Bank has been rambling since 2014 that BTC is not a real currency and that they were looking into the blockchain to make a real currency.

Earlier this year they announced that a "digital Euro" is in the making.

But even then they wouldn't be the first. Venezuela was the first with the Petro, and now India will have it's own crypto currency.

The Chinese yuan might as well be digital currency with how much phone payments are used over there.

You can't. Unless you want to play with forex currency trading. This will be its own thing and there is no way to buy in early. Chances are it will just be a strait conversion of existing USD into FedCoin. So I guess just work on increasing your USD assets?
