I've seen arguments for both. The arguement I've heard that the barrier of entry for PoS being 32 ETH is set and constant while PoW continues to scale higher. PoW starts with a lower barrier but miners consolidate the network by investing tons of capital into super miners which increases the odds of them being selected to mine. Decentralisation is.
