the entire network that xrp works on is decentralized
the only thing that you have an argument for is that ripple owns 60% of the xrp supply
but the network itself works without xrp, xrp is just one coin on the network which is designed to be the most competitive on it
others can come in and replace it or build on top of it, see flare networks or flr for a good example

also that 60% control doesn't mean anything cause xrp as the coin itself is decentralized through the node owners which ripple own very few of and even the SEC operates a node :^)
