It actually has ongoing support from the creator and interested parties looking to further the coin and grow a community.

Look at the other multitude of altcoins getting released, they all come with nothing or rather, claim to come with something but it's usually nothing.

As for pnd - it is still a coin normal people can have any type of noticeable effect in. The issue with it is that besides the initial joke it has also formed a community around it that now seems to be determined to support the coin. As long as those exist I'm personally willing to do the same as simply dropping it at this point is not an option so you active dev support, unlike most other altcoins.
A few things that keeps people going are the multipool we're having (not many altcoins have one), the decision between either merged mining with doge or implementation of proof-of-stake and some guy that seems to be experienced in terms of marketing in the queue (we'll see how that works out).

Anyone know why Doge jumped from 90 Satoshis to 130?

BTC prices did not jump anything specific.

The only reasoning I have is that people dumped their Blackcoins and bought back into Doge.

This is all a guess, but why did Doge get a 30% bump when it's been on a steady decline for the past several months?

Right now I think you should sell your BC for an amount that will let you recover your losses. If that's unrealistic, sell at profit from the 2nd batch. Like 10%.

I already hear you say that the next peak will be much more than 10%. But nobody can know that. You need a compromise, and to settle with that you can realistically get. Unless you've got insider knowledge of couse; but none of us has that, I think.
