There are projects that have Dot in the name that have been rugpulls. PolkaBridge is one of those shitty scams.

If projects are serious about building on dot, its practically rugproof because they need to invest over 1 million USD in DOT to secure a parachain. You might see many scams that are claiming to be building on dot but in reality cant do it or cant afford it. Substrate devs are few and far between, getting paid in 6-7 figure salaries.
