The address is valid, the private key isn't. fffffffffffffffffffffffffffffffebaaedce6af48a03bbfd25e8cd0364141 is the private key, if you try to import it into anything it'll complain that it's invalid because it doesn't meet the requirements for the secp256k1 elliptic curve that ethereum (and bitcoin) use.

If a weak PRNG is used, or entropy levels are extremely low when the PRNG is used, weak private keys can occur. I forget the exact details, but there were some Asian wallets that had private keys generated incorrectly, the entropy was basically set to zero. There were also some who had private keys that were generated from weak passwords, which is a stupid thing to do. Most I ever saw was a couple hundred tokens for some shitty ERC20 that you can only exchange on some Korean sites that require KYC and Korean citizenship, and the tokens were only worth a couple bucks.
