Let me tell you two things:
1) Developped countries do all they can to steal every possible resources they can, and slow down every single revolutionary project, unless they can profit off of it, or even take total control over it
2) governments are corrupts as fuck and the populations are not educated or just flat out dont give a shit and accept their situations, living in denial and not putting in any effort.
Only the younger generations try to make things change but with arab / african boomers it's impossible because religion rules over everything else and they categorically refuse to make it work with the modern ideologies and lifestyle.

An example of all this is Algeria, the government is corrupt as fuck and the same guy stayed president until he was almost dead.
The population barely reacted until a few months ago, which was already too late. Only the younger generation had enough of this, the elders didnt give a shit.
Algeria is also a country with ENORMOUS RESOURCES, there is a possibility to generate shittons of 100% green energy through the use of mirrors in the Sahara desert, the potential is such that the country could sell part of the energy produced to other countries, well France did everything to slow down the project and now it's almost dead.
There are also huge gas resources but again, Algeria is pretty much France's bitch.

Sadly until there is an actual violent revolution to retake control over their resources and governments in countries like this, there is absolutely no reason to invest in them.
We have to wait for the GenX and boomers to die so that things can change. But until then, these countries are doomed and hopeless, both because of reasons outside and inside the countries.
