I don't get how this works at all, can someone explain? If you buy now, the rebases give you more coins to make the price go down? Or if the price is below 1$ the rebases take away coins to make price go up.

What is the point of holding the coins if its designed to be stable?

You got the gist of it, yes, but the point is that even if the price is designed to return to $1 in the long run, the market cap isn't. Have a look at the market cap chart and see how after the run in summer 2020, it found a new floor:
