If devs hold tokens/coins when a project just starts, they should be locked at least for a period. A certain amount of liquidity in general should be locked so it can't get 100% dumped and crash the price down to nothing.
It ensures a team can't rugpull its investors.

A legitimate project will outright disclose.
They'll publish coins held by devs, locked coins, total number of coins issued/able to be mined, if they have the ability to issue or mint coins at will, etc.
You really have to research projects before just throwing money at them because the chart looks good at the moment.
