That's literally how they described the fix. This had to be done for the C-Chain to exit it's panicked/frozen state. Avalanche Consensus always prefers safety over liveness, as such with invalid atomic txs/mints no validators would progress new blocks on the C-Chain whilst these exist. Therefore you need to respect the invalid mints to start processing new blocks. Unfortunate event, but this was the best solution whilst the network is so young. It's better that this kind of bug was found now rather than in 3 months time when there's multiple dApps running.
