100k reef stacker here. I'd hope only 25% is circulating. Maybe as another anon pointed out, that other supply has gone to an exchange in anticipation for listing (such as coinbase). While that supply has been released it is not in circulation. I wouldn't worry too much until you see it in the market. Also, this dilution hasn't affected price too much thus far which is encouraging.
