APY has been 6-7% since LTO was as low as 2 cents, so these kinds of returns will likely continue as the network expands exponentially. I expect APY to begin to fall in proportion to the degree that exponential expansion of the network falls and starts to stabilize. There is no way to predict how far APY will fall. The vote won't be on APY but on transaction token price. Lowering transaction token price would lower APY, but lowering transaction token price would promote more transactions, which rises APY. So my guess is it'll rise from where we are until we hit $1 per transaction which is what clients told the team they're ok with, then APY might lower as token price rises but not much if there are a lot of transactions in the network.

The problem is that there are massive economic incentives built in actual users of the network being the biggest bag holders...the end game will likely be that only 10-20% of the supply is held by none users of the network who are just passively staking. The price of a transaction is the equilibrium price that maximizes transaction cost profit (number tx times cost of tx). Nodes can vote to adjust the token costs of each transaction to reach this maximizing economic equilibrium. If the token price rises disproportionately then the amount of tokens each transaction costs will naturally decrease to keep a stable tx price. If measuring the tx price in dollars, the token price and tx price are relatively independent.

The crazy part is, this creates a gigantic incentive for businesses and people to buy in early, because if they bought enough tokens at a cheap price such that the token cost of a transaction (in terms of how much they originally bought the token for) is less then the amount they're receiving in dividends from transactions (in terms of how much the token costs in the present moment), then they are making a profit from using the service because they bought in early, aka being paid to pay a bill.

If they didn't buy in early, businesses can still end up practically using the service for free by reaching "net zero," where the transaction cost is roughly equal to dividends (which makes sense because tx costs go directly to dividends), and if there is any cost then they begin saving money in the long run when the amount they wouldve had to pay for not using the service otherwise would have been greater.
