An insider sell-off can't be priced in. It can lower the price in anticipation, but a sell-off still gets the stock to lower value regardless of how much it was anticipated because it has yet to happen.
It's like saying a split or dilution is priced in because there was a dip before it actually happen.
It's like saying cutting your left arm is priced in because you cut your right arm.
