Currently about 10k+ by my estimations, each user needs at least 1k SNC or the value of 1 month electricity usage. These are users that are basically locked in, most have a yearly contract and the number of locked tokens can be seen on etherscan.
When they open new EU markets the user influx will be like 10x, it's a no-brainer.
