ok, wtf, binance charges fees for placing and/or cancelling orders, I thought they were only supposed to charge fees for filled orders, tested myself, placed and cancelled a couple orders, USDT balance went down.

When you do a borrow limit it borrows right away, and perhaps returns it if you cancel the order. the fee should be for the borrowing action.
