It is decentralized because the nodes are decentralized and the stakers are widely distributed. Sure, there is a large treasury reserve of LTO that is reserved, but that's how proof-of-stake rollouts have to work. Look at Hashgraph as a similar example.

Good question...I own HBAR too, its one of my favourite projects. My conclusion is that HBAR is based out of the US and complies with US regulations. LTO is based in the EU and specifically adheres to GDPR compliance standards. In fact, the Dutch government and the UN are already involved with LTO.
