yeah you are. lemme break it down. If you buy from an exchange you aren't actually interacting with Ethereum's blockchain, the exchange just changes their internal ledger so it knows that you are owed ethereum. When you interact with ethereum directly however, i.e through smart contracts you need to pay gas, or a transaction fee.
