The only reason to incentivize LP tokens is to put them in a contract with a purpose, you incentivize liquidity to move liquidity. In our case the phase one is a test to see which token pools perform best, but in phase two its to act as collateral. With sushiswap its to act as pool liquidity, with compound its to act as collateral, etc, etc.

All of those cases need it to be put into another contract that has the ability to have control parameters. The only exception to that would be if someone owned the token stack (providing LP pools for their own token) but that would also mean giving remote control rights over that token to the master contract, which would be a security system.

So its just smoke and mirrors. Something fancy designed to look cool with no economic value. You can't derive value from not actually staking.
