It's not too good to be true. It's already happened when the volume was at ~1M a couple of weeks ago. You can check the apy yourself on pools.vision. The APY for the stanos pool right now is 25% despite the volume being less than 100k.
The money come from the fees paid by the balancer pool to the liquidity providers every time it makes a transaction. Statera's utility is to make these transactions occur within the pool more often and thus generate more fees.
