When it goes up depending on how far you think it can go. You can also semi-reliably swing it when it goes 10-12 during its lifetime because that happens often.
Finally, you can systematically sell just before merger for usually massive profit.
If you believe in the company they're merging with, you should either sell before merge and buy back on the dip, or keep in the play.

No. It's fairly important when learning to have individual stocks. However I would reduce the amount of ETFs you have. For example, keep TQQQ + ARKF if you like but not ARKK and ARKG (ARKK because it's basically just TSLA anyway, ARKG because why not and because ARKF represents an area you otherwise have no exposure to, unlike biomedtech with igc and aqb). I would also remove one of GEVO and NIO because you are overweight on EV memes, and probably also drop one final stock optionally. That would be better concentrated and with better orthogonality. While learning, this is a good thing. When you're gooder, you would like to do basically the opposite and go overweight on something that is going to grow a lot soon.
