I think it is plausible because:
1) HFs shorted >100% of GME
2) the fact this even HAPPENED means that clearinghouses, etc had to be helping them out, and are ALSO in trouble

the clearinghouses would then help the HFs cover this up. HFs might not be paying a borrow fee OR be covering their positions. It might be that clearinghouses are literally printing new shares out of thin air for the HFs.

Many ETFs sold their GME to hedgies at the top i.e. they increased the float. Some brokerages like RH and eToro also forcefully liquidated stocks.
In short, they did managed to cover. Lawsuits will kill a few B-book brokerages but otherwise not much illegal.
