This is true but mostly unachievable. The global supply is driven by miners who work literally every fucking day, depending on where you are, to dig the shit up. The best we can hope for is an increase to the price which will better reflect it's actual usefulness and demand - this is possible merely by redirecting the flow of the metal to where it's most profitable for those earliest in the production process, which is buying physical from refineries in small batches and paying a premium.
1,000kg of silver to JPM is an extremely shitty deal compared to selling 32,150 troy ounces of silver to autists and retards, where I can make the most money. This forces JPM to offer a better deal for as long as demand persists.

If the price of silver goes up, mining companies will just open more mines in places where it wasn't profitable previously. It will take a few years for those mines to come online, during which time, silver will skyrocket, but then once the new mines open, the price will come back down. Some of those new mines will then close down because the price dropped below what is profitable for them to operate their mine, but then reopen again if/when the price goes back up. This isn't going to stop the "great reset".

Per ounce for Ag? It's really hard to say. Most of the supply goes to the investment market, so there's really no limit to how high that can go, if you think of bars being vaulted and paper traded a la PSLV.
However, it is used in medical tech and electronics, so the price needs to either stay where it is or the end product pricing needs to be increased so the consumer covers the cost. I don't have enough data to tell you where that point is, because I'd need to see Pfizer's business model and every smartphone company's business model - suffice to say there is plenty of upward tolerance, and an increase in silver price would please the retail market and miners more than anyone.
