The entire idea, which I don't know if it will be successful or not, is to buy physical silver and take physical possession in the case of futures or securities like PSLV. If enough physical silver is taken out, those short will be utterly blown out even if the COMEX allows settlement in cash. Unless the buyers are stupidly leveraged like the Hunt brothers were, they don't have to sell and the price will stay high. Shorts may not have to deliver silver but they will have to pay the difference between the strike and spot prices.

i mean, miners are among the most volatile companies on the exchange.

that being said, they're actually making a lot of money, even at current prices, and they're raising dividends, which almost no other companies are doing. i think there's a lot of value in miners.

what you want to be careful of, if you're a u.s. citizen, is whether the miner you're looking at is considered a pfic. it's not an issue if they're u.s. based (like newmont, helca, etc.) or derive their income from operations (barrick, etc.), but things like exploration companies, royalty companies, etc. can introduce some very complex tax forms.
