It doesn't work like that. Shorters owe 1 share pre-split, pre-issuance, etc. However, share issuances dilute the stock, decreasing the value, which would make it slightly cheaper for them to buy. However, the memers would bring it right back up just like Tesla before the split.

They can't JUST split.
They have to release untraded stock owned by the company. Stock that the company holds.

They split and dump 20% of their untraded ownership into the open market they make out like bandits because there will *almost* be enough stocks on the market to cover the short positions.
