generally that would mean that they don't actually hold enough ETH to allow people to withdraw, like during a bank run. I remember reading a couple weeks ago that there was an ETH shortage underway. This would be similar to the BTC shortage that occurred last year while it was crabbing at the 10k range, after which it finally exploded up 4x in a short period of time. Same thing could pop off for ETH soon(TM)
