Why doesn't he just dilute the shares and raise the capital to pay off the company's debt?

It's not that easy. The company has to decide, then go to the board of directors. Board of directors use their fiduciary duty to make sure it is in the best interest of the shareholders. Or they get sued to hell. Depending on the articles of incorporation, it could require shareholder approval. Which means send out a bunch of vote by mail papers to shareholders, have them vote Yay or Nay.

It takes a while, it's not instant. If they decide a stock split now, and it tanks after, it could hurt them even more, possibly even delisting if the stock price is too low. It can also do Tesla type returns where retards buy more of the same pizza for more money.
