My brokers doesn't let me buy more call or options (we can only close). I don't have enough capital to exercise the 200c, unless i sell my 0219 115c, but I prefer holding onto this one and selling the 0129 200c.

What would you do ?

Sell the 200c today ?
Sell the 0219 115c and exercice 100@200 ?

I would sell the 2/19 to fund exercising the 200c.
There's a possibility price stagnates early, and there's a nonzero chance of brokerage funny business later in the day on DOE contracts. If I were in your shoes, I would want to exercise in the off chance the delta on that 200 strike is depressed due to flat price action.
If price moves significantly upwards- I would ride the 200c until its delta is 1 or very close to 1, and sell the 200c, holding onto the february call.

They have plenty of ways for that to happen.
Remember they can say due to the high volume of people selling (due to the squeeze), their servers crashed, allowing their rich friends to cash out first. And then you missed the peak when the servers are back on.
Or how they have been threatening with the SEC to freeze the stock till the "investigation" is over.
