She didn't say she didn't think there wouldn't be another recession, she said she didn't believe there would be a repeat of the situation in 2008. Back then, banks had borrowed too much to buy too many risky mortgages, which they included in mortgage bond instruments they sold/held.

There are now heavy regulations on banks to prevent this from happening again (like required levels of capital to be maintained, not too much borrowing, etc).

I don't know. There's been a lot of less than stellar data released over the year but each time the sell off from it lasts a day or two and then it rebounds and goes to new all time highs. It seems nothing can keep stocks down. Some are speculating this is QE money finding its way into the market. If it is then this rally will likely last a long time.
