It can theoretically go to infinity as long as they are forced to buy it and we aren't forced to sell it and the company doesn't declare bankruptcy or some other trickery. As long as the holders have the majority of the shares they are in charge. No, Melvin must liquidate their assets to cover the short. Then their broker who issued must cover, then insurer if broker can't. Afterwards the Fed steps in but realistically the broker (Citadel) can easily cover unless the price hits some insane value like $10k (it won't).

When you short you borrow money now to buy the stock (and then sell the stock) then pay back later at the market price. They could invalidate the contract which would be entertaining to see.
