Its a decentralized marketplace for data.
Imagine you programm an application that shows, lets say ads - for simplicity.

You will need to feed customer data to it first, on the ocean marketplace you could *rent* datasets of amazon customer data for eg.

Also this works in a anonymous manner since your application only "learns" on the decentralized ocean network, alone the trained product resumes to the provider, not the actual customer data.
