It is technically. The ICO team were scammers. After that, in the summer of 2019, the remaining dedicated employees began actually developing a product, and brought in Andre Cronje to help facilitate Opera's development.

I consider Fantom's history as we know it beginning then, in the summer of 2019. Their ICO was in 2018 though.

I'll explain it again. In June 2018 Fantom had an ICO. Nothing was developed after that. They did nothing. After the Foundation purged the useless devs who cashed in on the ICO and did nothing else, they sought to hire developers who would actually develop a product, the Opera blockchain. That same summer they brought in Andre Cronje. Later that year came Opera's mainnet launch. In 2020 came the beginnings of their DeFi suite, Fantom Finance. Basically AAVE, SNX, and UNI all in one wallet. Unfortunately we haven't received the full suite, fLend is still some time away, but my guess is it's finished at some point this year and fully operational.

They have a lot more going on behind the scenes that they can't talk about due to NDA's. They're working with the Afghanistani Ministry of Health, using Opera to combat counterfeit medication, and they have several other real world usecases that will see more development this year.

Oh yeah and the etherscan team just made https://ftmscan.com/ this week I believe.
